PORTSMOUTH, Va. (WAVY) — Portsmouth City Council on Tuesday struck down a motion to eliminate a rule to fine council members if they share closed meeting information with the public.

A split council voted it down 4-3.

Vice Mayor Elizabeth Psimas wanted to get rid of the $1,500 fine.

Councilmen Bill Moody and Danny Meeks have both been cited by the rule. Both of them are suing the city.
