Virginia Beach police investigating video of woman’s arrest

VIRGINIA BEACH, Va. (WAVY) — The Virginia Beach Police Department’s Internal Affairs Office is investigating a video of a woman’s arrest.

Police tell 10 On Your Side they received the video just before 12 p.m. Tuesday.

The cell phone video was posted to the WAVY Facebook page and shows a woman on the ground being handcuffed by an officer.

At 4 p.m. Monday, police say dispatchers received a call reporting a disorderly person at the Four Sails Resort Hotel, located at 3301 Atlantic Avenue.

“The officers took the intoxicated subject into custody without incident. While being transported to the correctional center, the subject was able to free herself of the handcuffs,” police said in a statement issued to 10 On Your Side. “The officer attempted to re-handcuff the subject, but she was not cooperative.”

Police say the officer called for help, and a supervisor responded to the scene. The woman was then re-handcuffed and was taken to the jail.

The woman was identified as 24-year-old Shakema R. Mithcell, of Virginia Beach. She was charged with public intoxication and was released from custody Tuesday afternoon.

The Internal Affairs Office is looking into whether the officer used proper procedures during Mitchell’s arrest.
