The men are all believed to be part of the “Nine Trey Gangsters (NTG)”, a gang affiliated with the United Blood Nation. The violent crime spree reportedly stemmed, in part, from a clash between two local sets of the NTG, one of which was led by Simmons.

According to the indictment from the U.S. Attorney’s Office, Foye and Mitchell committed all ten shootings, Simmons helped plan at least three of them and Davis assisted in several shootings by acting as a driver and in one case helping dispose of a body.

Portsmouth Police arrested Foye and Mitchell after an armed robbery at a Shell gas station in December 2015. Evidence recovered, including a gun and cell phones, linked them to the other crimes.
