Motion for summary judgement filed against PRHA following 10 On Your Side report

PORTSMOUTH, Va. (WAVY) — 10 On Your Side is following up on an exclusive report on the Portsmouth Redevelopment and Housing Authority (PRHA).

WAVY’s Andy Fox reported that the U.S. Department of Housing & Urban Development (HUD) told PRHA they erred in giving the contract for legal services to the firm of Eric Moody instead of the higher scoring firm of Cooper, Spong, & Davis. HUD would not pay for the legal services for Eric Moody.

10 On Your Side’s report also found PRHA improperly giving the Eric Moody law firm the contract has resulted in taxpayers forking over almost $49,000 in legal fees.

On Wednesday, the Cooper, Spong, & Davis law firm filed a request for summary judgment against PRHA, stating, “PRHA’s action was irrational, arbitrary, or capricious… and not in compliance with HUD regulations.”
