VIRGINIA BEACH, Va. (WAVY) — Virginia Beach Police arrested a suspect in connection to a deadly stabbing early Sunday morning in the Lake Edward neighborhood.

Candra Elizabeth Williams, 23, faces a charge of second-degree murder. The victim has been identified by police as 22-year-old Jamel Rakel Powell, of Murfreesboro, North Carolina.

Emergency dispatchers originally reported the incident as a shooting, but a police spokesperson clarified the victim died of stab wounds.

Officers say they responded to the call to Dodington Court just after 1 a.m. and found a 22-year-old man dead in the street from stabs wounds.

Neighbors say the situation is heartbreaking but the violence is not shocking.

“I’m really not shocked about what happens in Lake Edward,” said Yolanda Fairbanks. “I’ve been living out here for years. Any news of someone getting killed, stabbed or hurt is no surprise.”

Police have not said what led up to the stabbing, but they a spokesperson did confirm Williams knew the victim.

A neighbor tells WAVY.com she heard a loud party and a woman screaming for help before police arrived. It’s unclear if the woman screaming was Williams.
