New state budget expected to include “free passage” bill

HAMPTON ROADS, Va. (WAVY) — Virginia Gov. Terry McAuliffe is expected to sign a state budget that requires free passage lanes with no tolls on the High Rise Bridge, the Monitor Merrimack and the Hampton Roads Bridge Tunnels.

10 On Your Side first reported earlier this month that Del. Chris Jones (R) of Suffolk got his Free Passage Bill included in the state’s budget.

The bill makes it law you can only toll new lanes on the three crossings, and you must have the same free lanes on the crossings that exist today.

Jones’ bill includes consumer protection for better notification on low toll accounts, capping fines and fees, and cuts enforceable fines in half.
