Three arrested on heroin charges in two separate Kitty Hawk traffic stops

DARE COUNTY, N.C. (WAVY) — The Dare County Sheriff’s Office arrested three people on heroin charges in two separate traffic stops on Tuesday.

The Dare County Narcotics Task Force arrested two men in Kitty Hawk, who deputies believed were coming back to the Virginia area with heroin.

Agents recovered an undisclosed amount of heroin and U.S. currency from the traffic stop.

Jon Patrick Kane, 28, and Mitchell Ryan Rodrigues, 22, were both charged with felony possession with the intent to sell or deliver heroin.

Rodrigues was also charged with felony maintaining a vehicle for controlled substances. He is currently being held on $20,000 bond.

Kane was released on a $3,000 secured bond.

The Task Force also arrested 35-year-old Ramona Elizabeth Hamby Tuesday, while investigating a person who was reportedly in possession of and trafficking heroin.

Task Force agents identified the person as Hamby, and arrested her during a traffic stop in Kitty Hawk.

An undisclosed amount of heroin was seized during the traffic stop.

Hamby is facing charges of felony trafficking in heroin and felony possession with the intent to sell or deliver heroin.

She was released a $50,000 secured bond.

The Sheriff’s Office has not said if the arrests are connected.
