Man arrested after alleged sexual assault, trying to escape police custody

FRANKLIN, Va. (WAVY) — Franklin police have arrested a man they say sexually assaulted a woman, punched her in the face choked her and held her against her will.

Franklin police say 34-year-old Randy Lee Phelps forced his way into the victim’s motel room and assaulted the woman. Once Phelps felt asleep, the woman ran to the lobby and called police.

Phelps was arrested, but once in custody, he complained of a medical issue and requested treatment. Once arriving at Southampton Memorial Hospital, police say, Phelps tried to escape. However, he was subdued by an officer.

He was taken back to the police department and charged with malicious wounding, rape, abduction, strangulation, assault and battery of a law enforcement officer. He remains at Western Tidewater Regional Jail without bond.
