Norfolk plans to buy vacant JCPenney store

NORFOLK, Va. (WAVY) — Norfolk is moving forward with a plan to buy property that includes a vacant department store at Military Circle Mall.

“The Norfolk Economic Development Authority (EDA) board met Tuesday and approved a resolution to move forward and finalize a purchase agreement for approximately 16 acres at 880 N. Military Highway,” said city spokeswoman Lori Crouch.

The purchase will include the vacant JCPenney store.

Norfolk won’t release any other details about the sale, citing ongoing real estate negotiations. It’s not yet clear what the city plans to do with the property.
