NORFOLK, Va. (WAVY) — 10 On Your Side has some new information in the battle over developing Talbot Hall.
The fight to save an historic piece of property in Norfolk may be moot. Earlier this year, we told you about a citizen grassroots signature campaign to keep developers from building new homes on the 300-year-old house and property behind DePaul Hospital.
Leaders collected thousands of signatures, but city attorney Bernard Pishko told us this:
“The next step in the referendum process is to send the request for a referendum to the Circuit Court for the court to determine if zoning laws can be passed by referendum. In Virginia, not all laws are subject to referendum. Zoning laws affecting property rights do not appear to be eligible for referendum.”
