Neighbors of Downey told they don’t know him, but are still surprised such alleged activities could happen in their neighborhood.

“I’m very shocked it would happen in our neighborhood,” June Meyer said. “I have no tolerance for anything like that, and they should be punished to the oomph degree, as far as I’m concerned. That’s terrible.”

“It’s a nice neighborhood,” Mike Brumback said. “Things like that don’t happen around here.”

Downey is being held at the Norfolk City Jail without bond. His preliminary hearing in Norfolk Juvenile and Domestic Relations Court is scheduled for September 22.
