PD: Cell phone videos lead to child abuse charges

JAMES CITY COUNTY, Va. (WAVY) – A James City County woman is facing charges after she allegedly recorded videos of herself kicking her young child.

Steve Rubino with the James City County Police Department said 22-year-old Kimberly Michelle Hines allegedly kicked her two-year-old child off a training toilet, threw objects at the girl, knocked her over, and cursed at her repeatedly.

Rubino said Hines recorded the incident on her cell phone, and sent the videos to her boyfriend, who then sent them to Child Protective Services. According to Rubino, Hines called police, herself, after finding out her boyfriend contacted CPS, and said he was “trying to get her in trouble.”

Hines was charged with assault and battery, as well as felony child abuse.

Rubino said CPS and James City County Police have launched a joint investigation.
