PD: Driver attempted to flee police after hit-and-run

CHESAPEAKE, Va. (WAVY) – Police say a driver was apprehended Wednesday after a hit-and-run involving an officer’s vehicle, and then a pursuit in Chesapeake.

Kelly O’Sullivan with the Chesapeake Police Department said it started with a traffic stop at Atlantic Avenue and Martin Avenue in the South Norfolk area around 10:20 a.m. As an officer was talking to the driver, O’Sullivan said the driver put the vehicle in reverse, hit the police cruiser and fled.

Officers pursued the suspect’s vehicle to the 200 block of Haviland Road, in Greenbrier. There, the suspect hit a second vehicle, a pickup truck.

The driver of the pickup truck was not hurt.

O’Sullivan said two passengers in the suspect’s vehicle got out and tried to run away, but were quickly apprehended. One passenger was identified as 29-year-old Demetrius Freeman and charged with obstruction of justice. The other passenger was released at the scene.

The driver, 26-year-old Quartray Dowell, fled on foot, but was apprehended near Haviland Road and Volvo Parkway. He was charged with two counts of felony hit-and-run, felony eluding police, damaging property and was served with a probation violation warrant that was already on file, O’Sullivan said.

Police say the incident remains under investigation.
