Herring appoints in-house counsel for Port

RICHMOND, Va. (WAVY) – Attorney General Mark Herring has appointed an attorney to handle legal work for the Virginia Port Authority.

According to a news release from Herring’s office, the attorney general has appointed Assistant Attorney General James Noel to be the Port’s in-house counsel. The Port’s legal work will move from Richmond to its headquarters in Norfolk.

“The Port is a critical piece of our Commonwealth’s economic strength and one of our greatest engines for growth,” Herring said. “The Port is also a complex operation which requires a wide range of legal services. I hope that by providing dedicated, in-house counsel for the Port we can support it as it continues to grow and fulfill the vision of the governor and the board.”

Noel is a graduate of the University of Virginia and the William and Mary School of Law. He has been with the attorney general’s office since 2011 and served as lead counsel for the Port for more than a year.
