NORFOLK, Va. (WAVY) — An arraignment for a landlord accused of serious crimes involving his tenants was continued until May 28.
Police arrested Camilo B. Delfinado, 71, Tuesday evening after at least two of his tenants say he tried to trade rent for sexual favors.
Delfinado was arrested around 6 p.m. in Virginia Beach, according to Karen Parker-Chesson with the Norfolk Police Department. He faces charges of abduction-extortion of money for immoral purpose/attempt to defile, attempted rape and three counts sexual battery.
Delfinado owns, and in most cases, is a landlord for more than 30 properties throughout Hampton Roads. That includes two townhouses on Greenbrier Avenue in Norfolk. WAVY.com heard from one of his alleged victims Monday and another Tuesday.
Kenyatta Vann told WAVY.com she’s hardly felt safe or protected since moving in to her Norfolk townhouse.
“I’ve basically been hiding from him since I moved here,” Vann said.
Vann said that’s because her landlord, Delfinado, made several unwanted advances towards her. So when Delfinado came Friday to collect rent money from her, Vann wanted to catch him in the act.
“I went upstairs, grabbed my cell phone, put it on record and came back down,” she said. “He did some crazy things.”
In the cell phone video, Vann said Delfinado followed her into her bathroom and asked her to have sex.
“I went into the downstairs bathroom to brush my teeth, and I left the door open,” she said. “He came in behind me, and closed the door.”
Vann said when she turned around Delfinado had exposed himself.
“He kept trying to lift up my nightgown and he pulled my arm and led me into the kitchen,” she said. “I was trying to talk to him about an eviction I was supposed to get, but he didn’t want to talk about that.”
Vann isn’t the only woman who claims to have had a disturbing encounter with Delfinado. Mavolyn Jenkins lives across the street from Vann. She said on several occasions, whenever rent was due or late, Delfinado would make sexual advances in exchange for the payment.
“He sexually harassed me, came on to me in front of my child,” Jenkins said. “This is my child. She’s only three.”
10 On Your Side tried to talk to Delfinado to get his side of the story, but he wanted to consult his lawyer. Delfinado was arrested a short time after that and transported to Norfolk to be interviewed and booked at the Norfolk City Jail. 10 On Your Side has put in another request to speak to Delfinado in jail.
Norfolk Police say Delfinado has previous charges for sexual battery. Parker-Chesson said he was arrested six times between 2002 and 2010. Three of those charges were dismissed, and we’re working to find out if he was convicted of any of the other charges.
