MPO Tonya Borman with the Virginia Beach Police Department said officers have charged Blair Joshua Carr of the 900 block of Sedley Road with murder.

Carr had a video conference arraignment Tuesday, during which he was told he would get a public defender. He’s scheduled to be back in court Thursday morning for a bond hearing and WAVY.com has learned his brother and sister are expected to be in the courtroom.

Carr is being housed separately in the Virginia Beach jail due to suicidal issues.

Neighbors were stunned to see the crime tape go up on their street Monday.

“As soon as they put the crime scene tape up, I knew that she was gone,” said neighbor Diane Williams.

That tape stretched across Sedley Road for hours as police went in and out of a home.

“I was shocked and a little bit scared,” Williams added.

All Williams could do was watch as Virginia Beach officers rushed to the home just after 2 p.m.  She looked out her window and snapped a photo.

“I saw the suspect in the driveway, on his knees and with his hands in the air,” Williams said.  “Three officers had their guns drawn and then they handcuffed the individual.”

Williams decided to go outside and see what was happening.

“I saw an ambulance pull up and the police came outside and said that she had been stabbed in the back,” Williams added.  “They turned the ambulance away and that’s when I knew that she was probably deceased.”

Police say she was the victim of a homicide.  Neighbors told WAVY.com the woman was a mother of three adult sons and an adult daughter.  She had been living their alone until her son moved back in about a month ago.

“It is really sad,” Williams added.  “It doesn’t matter what type of person you are nobody deserves to be stabbed in the back.”
