NORFOLK, Va. (WAVY) – A man is facing second degree murder charges in 43-year-old Rosa Powell’s death.
Powell disappeared on the morning of March 5, and police found her body on Roberts Road in Norfolk ten days later on March 15. The investigation was initially treated as an “undetermined death,” but on Wednesday, police said it was reclassified as a homicide.
Investigators have not yet said how Powell died.
Police arrested Cortez P. Scott, 42, on Tuesday and charged him with second degree murder. Scott is currently in the Norfolk City Jail and is being held with no bond.
Police said Scott and Powell knew each other, but they did not release any details about their relationship. Powell’s family members told WAVY News 10 they had known Scott as an acquaintance for many years.
The case remains under investigation.
